Toby joined GHS in December 2017, bringing a diverse set of experiences in human rights and foreign policy advocacy. Since then, Toby has led advocacy and communications campaigns on immunization, malaria, HIV/AIDS, mental health, maternal mortality, drug policy, climate change and many other issues.
Prior to joining GHS, she worked as a Senior Policy Associate at the Open Society Foundations’ Washington office, where she developed advocacy strategies to advance OSF’s policy agenda on sub-Saharan Africa, national security and human rights, immigration reform, and refugee issues. Before that, Toby worked on the National Democratic Institute’s Governance Team, where she supported study missions for members of parliament from around the world to discuss legislative strengthening with their counterparts on Capitol Hill.
Toby holds a BA in international and area studies from Washington University in St. Louis and an MA in security studies from Georgetown University’s School of Foreign Service.
