Hubiba is a Manager on the Tuberculosis project. Prior to GHS, Hubiba was a consultant to the Government of Punjab where she worked across sectors on some of the key development priorities of the state. Some of the areas of engagement include, COVID-19 management, youth empowerment, promotion of mass entrepreneurship, and capacity building of the government officials. She primarily supported the Government through research, analysis, project conceptualization and management, and stakeholder management.

She holds an M.Phil. in Development Studies from the University of Oxford, and a Bachelor in Sociology from the University of Delhi.
